Checking the mains lead
I usually start my TV repairs by testing the mains lead, with
one of those Volt Sticks, which glows when placed alongside
the mains lead,
It should light up only on 1 side of the cable,
If both sides lite then check the blue wire in the plug, if none lite check the plugtop fuse.
Checking 300v (155v USA) line
Next I place the voltstick against the screen and press the on off switch to ON , (since I usually do most of my repairs WHILE-U-WAIT) the screen voltstick test, which when it lights up proves to THEM and you that its NOT the on/off switch or Fuse, like they thought.
Remember these early tests are IMPORTANT,
say the 300v was low at 270v, the customer symptoms, could be, rolling,height,width,colour,sound hum,tuner drift,etc as low input means low/ripply output, so don't skip these tests.

Now remove the TV back and look around, and remember what you see,

Next locate the big mains smoothing capacitor (near the mains input usually)
its often 40uf-220uf 400v on 240v mains.
Switch on and test the voltage across this capacitor
and expect 300volts or more (320v average uk) or 1.414 times the mains RMS voltage
if over 50v and less than 300v(150v usa)
If very low or nothing
if 295-330v
